Total Annual Expenditures on Travel, Hospitality and Conferences for the Fiscal Year 2011-2012
As required by the Treasury Board Directive for the Management of Expenditures on Travel, Hospitality and Conferences, this report provides information on the Commission's total annual expenditures for travel, hospitality and conferences during the fiscal year ending March 31, 2012. It also provides explanations of any variances in each of these areas compared to those of the previous fiscal year.

The Commission promotes the core principle of equal opportunity and works to prevent discrimination in Canada by:

- representing the public interest to advance human rights for all Canadians.

The Commission leads the administration of the Canadian Human Rights Act and ensures compliance with the Employment Equity Act. Both laws apply to federal government departments and agencies, Crown corporations, and federally regulated private sector organizations.

Significant variances compared to the previous fiscal year
Overall, the Commission’s total annual expenditures for travel, hospitality and conferences increased by $92,862. Expenditures for hospitality and conferences decreased compared to those of the previous fiscal year, while travel expenditures increased as a result of the Commission’s international obligations, as explained below.
Public servants: During the 2011-12 fiscal year, travel expenses incurred by public servants increased by $101,098 over the previous fiscal year. This was mainly due to a greater number of trips made abroad as a result of the Commission assuming a two-year term beginning August 15, 2011 as Chair of the Working Group on Business and Human Rights, under the aegis of the International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights. This requires active participation by Commission officials at workshops, presentations, and meetings outside Canada.
Non-public servants: Compared to the previous fiscal year, travel expenses incurred by non-public servants increased by $18,976. This increase resulted from a special training initiative to support the Parliamentary legislative amendment repealing section 67 of the Canadian Human Rights Act, which had previously shielded the Indian Act and matters associated with it from human rights scrutiny under the Canadian Human Rights Act. As of June 2011, members of First Nations communities could file complaints against First Nations governments regarding the administration of the Indian Act, for the first time. A special human rights training initiative was required to prepare and equip external mediators, who had experience working with First Nations communities, so that they could mediate these new human rights complaints, where appropriate.
In fiscal year 2011-12, hospitality expenses decreased by $17,457 due to the fact that the Commission did not host a Discrimination Prevention Forum as it had the previous year.
